Bishop Ricardo Deontra' Weaver, Sr. was born October 19, 1985 in Kansas City, Missouri to the proud parents Raymond R. Weaver and Charlene G. Wilcher. After relocation to the state of Florida, his journey of evolution in ministry began. At the tender age of 4 years old Lil' Rickey, as he was affectionately known, was given opportunity to exercise his pediatric anointing and show forth the gifts God endowed him with. He ministered through song and became an instrument of inspiration. He has shared stages with many of the leading voices in Gospel Music. At the age of 8; he accepted his call into the Ministry and was licensed and ordained as a Minister of the Gospel.

On July 10, 2004, R. D. Weaver, Sr. was united in holy matrimony with the former Krystal E. Walker-Neely. Their unity has produced four bundles of blessings; Miss Ricaria Deonce', Mr. Ricardo, Jr., Miss Ric'Kyia Deonni and Mr. Kristopher Elijah. Now in pursuit of his highest call, at the age of 19 Weaver was installed Senior Pastor of Bethlehem Outreach Ministries (Now, CITY CHURCH) in Port Salerno, Florida. CITY CHURCH is a progressive, non-denominational, multi-faceted assembly of believers. He is the founder of R. D. Weaver Ministries Inc., Founder and President of Greater Works Network, Founder and Chancellor of Kingdom Life School of Ministry, an Administrator and Serial Entrepreneur. He is also the author of 10 books. In 2008, he was honored for 16 Years of Ministry and bestowed the distinction of Honorary Doctorate of Divinity from Abundant Life Bible College and Theological Seminary. Bishop Weaver is under the Spiritual Covering of Bishop Neil C. Ellis of Nassau, Bahamas and a faithful son in the House of Elijah.
